Basic Function
The Estimating & Procurement Program Manager is a key member of the Cambrian team responsible
for overseeing the procurement and estimation processes for all company projects. This role is vital
to ensuring project costs are accurately estimated and managed while optimizing procurement
strategies to ensure timely delivery of materials and services. This position collaborates closely with
engineering, project management, finance, and general council teams to ensure alignment with
project objectives and ultimately drive project success.
The ideal candidate will have a strong procurement and project estimation background within the
engineering or construction sectors. They will demonstrate excellence in negotiation, vendor
management, and cost analysis, with a strategic mindset focused on achieving competitive
advantage and operational efficiency.
Typical Duties
• Lead the estimation process for all projects, analyzing project specifications and scope to
ensure accurate and competitive pricing.
• Develop and implement procurement strategies that align with project needs and company
goals.
• Establish and maintain relationships with vendors and suppliers to ensure quality materials and
services are procured at optimal costs.
• Collaborate with project teams to evaluate material and service needs, and provide timely
procurement support.
• Work with the legal department to review and negotiate supplier contracts, resolve disputes,
and develop standardized procurement agreements.
• Monitor project budgets and expenditures, providing regular updates and reports to project
teams and senior management.
• Identify and manage procurement risks, implementing mitigation strategies as necessary.
• Utilize project management software and estimating tools to streamline processes and
enhance accuracy.
• Conduct market research to identify potential suppliers and evaluate new products and
technologies.
• Train and mentor junior team members in procurement practices and estimation
methodologies.
• Ensure compliance with organizational policies, quality standards, and regulatory
requirements in all procurement activities.
Required Qualifications
• Bachelor’s degree in Engineering, Business, or a related field; relevant certifications (e.g., PMP,
CPP) are a plus.
• A minimum of 3-5 years of experience in estimating and procurement in the wastewater and
renewable energy industry.
• Strong negotiation skills, with proven experience negotiating contracts and managing vendor
relationships.
• Excellent analytical skills, with proficiency in cost estimation and budgeting.
• Demonstrated ability to manage multiple projects simultaneously while delivering high-quality
results.
• Familiarity with procurement software and estimating tools is desirable.
• Strong communication and interpersonal skills, with the ability to work effectively in a team
environment.
• Proficient in Microsoft Office Suite (Excel, Word, PowerPoint) and project management
software.
• Experience in the wastewater treatment or environmental engineering industries.
• Knowledge of sustainable procurement practices and materials.
